I created a new contact in Outlook 2011. When I view the new contact in OWA (Tmail), the contact is entered as First Name Last Name (ex. John Doe). Why did the contact not show up as Last Name, First Name?

Since the contact names in Outlook 2011 are viewed as First Name Last Name, then when they are uploaded to the server, they are uploaded in the same format. 
 
In OWA (Tmail), you will have to click on the contact. Under File as, then choose Last, First. This will allow them to be viewed in OWA (Tmail) as Last Name, First Name.
